Policy: Who May Use the Library

II. WHO MAY USE THE LIBRARY (being updated 2024)

A. The library will serve all residents and taxpayers of the community.  Temporary residents vouched for to the satisfaction of the Library Director shall be allowed to borrow materials from the library.  Library cards may be issued to area non-residents for a fee. All borrowers shall agree to comply with the rules and regulations of the library.

B. The use of the library or its services may be denied for due cause. Such cause may be failure to return books or to pay penalties, destruction of library property, disturbing other patrons or any other objectionable conduct on library premises. C. Who may borrow free of charge:

1. Residents of Warner
2. Nonresident Owners of Land in Warner (Taxpayers)
3. Nonresident Students and Teachers in the Kearsarge Regional School District
4.Nonresident Employees of Warner businesses and Town Departments
5. Nonresident Home-bound seniors (served by the Warner Area Food Pantry)

D. Other non-resident borrowers cards: Non-residents wishing to borrow materials without going through their library’s Interlibrary Loan services may register for a library card, subject to an annual fee. Fee levels will be set by the Trustees.*

D.1 Unanimously Approved and Adopted July 16th 2024:

Limitation of borrowing privileges and access to Library services to all nonresidents include any services that cost the Library on a per-use basis, such as but not limited to:

    1. Overdrive e-books, e-magazines, digital audio books, and digital files and materials.
    2. Kanopy streaming for films and television series
    3. Any other additional pay-for-use service that may be offered by the library.

E. Use of the Library by unregistered Non-residents: Non-residents passing through the area may be permitted to use the Internet to check their Email, if a computer is available and no card-holder is waiting to use the computer.

Unregistered individuals may use Library materials within the building, and may attend library programs if this does not prevent cardholders from attending. They may use the computers, Wi-Fi, copy machine, the microfilm machines, and the facility in general, assuming the same level of acceptable behavior as any other user. (See Code of Conduct policy.)

* Non-resident card fees are currently $80 per year. Immediate family members are permitted to share the card if the primary holder designates the users by name when registering.
